Yes, and it is the year to be thorough.
The recertification audit, held before the certificate expires after three years, reviews the whole ISMS again, comparable to a Stage 2. The auditor also looks at how the system developed over the cycle: whether findings were closed, whether objectives were met, and whether the audit programme covered every applicable control.
Two reasons make a full-scope internal audit sensible in that year. It closes any gaps the programme left, such as a control that slipped from year two and was never audited. It also gives the recertification auditor one current report on the whole system, instead of three partial ones of different ages.
The timing matches the other years: six to ten weeks before the external audit, with the management review in between. Plan for roughly the effort of your first internal audit, minus the setup work that is already done.
